On 6 February 2002, the administration of the city of Vladivostok adopted Resolution No. 135 "On Establishment of Signs in the Vladivostok Consumer and Service Markets in the English Language."
Under the Resolution, in connection with a mass influx to Vladivostok of foreign citizens, and also with the ATES Forum scheduled for September 2002, the heads of commerce enterprises, food and household services of different property forms within an indicated period of time are requested to manufacture and affix on their enterprises signs in Russian and English languages complying with international standards.

Foreign Citizens

On 23 January 2002, the Governor of Primorski Krai (Region) adopted Resolution No. 36 "On Approval of Quotas for the Attraction of a Foreign Work Force Divided in Accordance with Different Krai (Region) Industries."
This Resolution establishes the maximum number of foreign workers that may be hired to work in Primorski Krai (Region), divided in accordance with the branches of industries.

Government

On 13 February 2002, the Governor of Primorski Krai (Region) adopted Resolution No. 86 "On the Approval of the Regulation on Registration of Municipal Formations' Charters in the Primorski Krai (Region)."
The Resolution approves the Regulation "On Registration of Municipal Formations' Charters in the Primorski Krai (Region)." It also establishes: the form of the registration application; the sample registration certificate; unified Register of Registered Primorski Krai (Region) Municipal Formations' Charters; the list of the paid services provided by the legal department of the regional administration during registration of municipal formations' charters; and the amendments and/or additions to the charters.

Land

On 17 January 2002, the administration of the city of Vladivostok adopted Resolution No. 19 "On Land Tax Rates and Land Lease Payments in 2002."
In connection with the increase of the previously established coefficient of 2.0 for all categories of land, the Resolution increases the land tax rate and the land lease payments for lands used in Vladivostok in 2001, in accordance with the purposes of lands and territorial location.
