On 8 November 2000, the Head the City of Arsenyev adopted Resolution No. 584 "On the Placement of Advertisements on the Municipal Property Objects."
The Resolution was adopted in accordance with the Federal Law "On Advertisement" and the Resolution of the City Duma No. 25 "On the Approval of the Rules for the Placement of Small Architectural Forms and Artistic Decorative Elements on the Facade, Building and Structure Decoration on the Territory of the City of Arsenyev," dated 2 April 1998, together with Regulation "On the Management and Disposal of the Municipal Property of the City of Arsenyev," approved by the Decision No. 2 of the City Duma, dated 11 January 2000. In accordance with the Resolution, the placement of advertisements on the municipal property objects is carried out on the basis of a contract with the advertiser. The Resolution also defines the officers who represent the municipality and recommend the price of such contract.

Land

On 2 November 2000, Duma of the City of Arsenyev adopted Resolution No. 182 "On the Privileges for Land Payments."
The decision provides a privilege for land payments due to the local treasury by enterprises, which have military mobilization facilities on their balance sheets and also defines the size of such privilege benefit and the procedure for its authorization.

Natural resources

On 11 April 2001, the Governor of Primorski Krai adopted Resolution No. 209-p "On the Rates of Payments for Timber in 2001."
This Resolution specifies increasing ratios to the minimum payments for forestry-fund use with respect to all types of trees (separately for cedar) on the territory of Primorski Krai in 2001.
On 5 February 2001, the Governor of Primorski Krai adopted Resolution No. 55-p "On the Introduction of the Amendments to Primorski Krai Governor's Resolution No. 27-p 'On the Payment Rates for Timber" from 23 January 2001.'"
The differentiated increasing rates for certain types of trees are introduced by the Resolution in order to improve the use of forestry resources and to receive additional financial means for the forestry in the required amount.

Tax

January, 2001. On 12 October 2000, Administration of the City of Vladivostok issued Resolution No. 1875 "On the Establishment of the Profit Tax Rate."
The profit tax rate for organizations and enterprises payable into the city budget is established at 5%. The document entered into force on 1 January 2001.
