Bankruptcy

Decision of the Arseniev (Primorski Krai) Duma No. 18 "On Approval of Rules Financial Rehabilitation of Companies prior to Court Bankruptcy Proceedings in Arseniev District," dated February 4, 2004.
The Rules were adopted in implementation of Primorski Krai Law N 43-КЗ dated April 21, 1999 "On Financial Stabilization of Enterprises of Primorski Krai Prior to Initiating Court Bankruptcy Proceedings". The Rules detail the forms for such financial stabilization, procedure of granting subsidies, budget loans, investment loans, tax credits and restructuring of companies' debts.

Construction

Decree of the Administration of Primorski Krai No. 120 "On Approval of the Procedures for Issuing Construction Permits in Primorski Krai," dated May 19, 2004.
The Procedure contains detailed rules for issuing construction permits, including detailed treatment of the documents necessary to obtain the construction permit, other prerequisites for obtaining the permit.

Fishing

Resolution of the Administration of Primorski Krai No. 90 "On Approving Regulations on Fishery Department of the Administration of Primorski Krai," dated April 14, 2004.
The Regulations detail the powers and functions of the Fishery Department, including the distribution of fishing quotas.
Order of the Administration of Primorski Krai No. 70-r "On Interagency Regional Commission for Allocating Fishing Quotas (Shares) in Coastal Areas," dated February 11, 2004.
The Order approved the scope of authority of the Commission and its structure. The Commission considers applications for quotas, disputes arising out of allocation of quotas, adopts decisions of the size of the quotas and performs other related functions.

Land

Primorski Krai Law No. 106-KZ "On Use of Land in Primorski Krai," dated March 18, 2004.
The law regulates the issues related to rational use of land including: research to obtain information on land's quantity and quality, planning measures to protect land from erosion, land slides, contamination and other negative impacts as well as other issues related to use of land.

Property

Primorski Krai Law No. 109-RZ "On Privatization of State Property of Primorski Krai," dated June 1, 2004.
The Law, among other things, details the powers of legislative and executive bodies of Primorski Krai in respect of privatization, privatizations schedules, procedures of adopting decisions on terms and conditions of privatization, the methods of privatization and payment for the privatized assets.
Instruction Of the Agency for Registration of Rights to Real Estate No. 12 "On Procedures of State Registration of Certain Types of Encumbrances over Real Estate," dated March 29, 2004.
The Instruction establishes procedures of state registration of the following encumbrances:
- Encumbrances related to trust management of assets;
- Encumbrances arising our of guardianship;
- Encumbrances envisaged by the terms of a tender in cases when the asset was acquired through a tender;
- Encumbrances established by a contract for free use of an asset.
