Advertising

• On 30 March 2001, the Khabarovsk City Duma adopted Resolution No. 41 "On the Adoption of Amendments and Additions to the Regulation on the Procedure for Placing Outdoor Advertising on the Territory of Khabarovsk City Approved by the Resolution of the Khabarovsk City Duma No. 344, dated 28 September 1999."
  The Resolution introduces amendments to the list of requirements for placing of outdoor advertising, for compliance with the project documentation, independent expertise, presentation of an act on the completed works to the department of the municipal property, and improvement of the neighboring territory. The Resolution also defines the party bearing the liability for the technical condition of the advertising billboards/stands, etc.
• On 26 March 2001, the Mayor of Khabarovsk adopted Resolution No. 259 "On the Approval of the ‘"Regulation on the Conduct for Tenders, on the Rights to Receive Space for Placing Outdoor Advertisement on Billboards/Stands within the Established Borders of Khabarovsk City.'"
  In accordance with the Regulation approved by this Resolution, the tender for the right to obtain space for placing outdoor advertising on billboards/stands within the established borders of the City of Khabarovsk is carried out for the purpose of disclosure of the legal entities and individual entrepreneurs able to place the advertisement devices of a necessary quality in the most advantageous conditions for the city.

Fishing

• On 11 March 2001, the Head of the Khabarovsk Krai Administration adopted Resolution No. 84 "On the Approval of the Regulation "'On the Procedure of the Use of Industrial Quotas on the Fishing of Bio-Resources and on the Organization of State Control over their Use on the Territory of Khabarovsk Krai.'"
  The Procedure for the receipt of industrial quota for the fishing of water bio-resources, the priority in assigning them, and the procedure for developing of the allocated quotas are defined in this Regulation. A sample agreement on the use of quotas for the fishing of water bio-resources is attached to the Regulation.
• 19 January 2001, the Head of Khabarovski Krai Administration adopted Resolution No. 21 "On Amendments to Resolution No. 376 of the Head of Krai Administration "On Transportation and Trade Operations on Realization and Acquisition of Water Bio-Resources and Fishing Equipment on the Territory of Khabarovski Krai."
  The Resolution introduced amendments regarding additional means for investigations by the relevant environmental protection agencies and authorities of state control of trade operations and operations involving the transportation of water bio-resources and fishing equipment.

Foreign Citizens

• On 6 February 2001, the Mayor of Khabarovsk City adopted Resolution No. 132 "On the Approval of the List of Hotels and Dormitories in which Foreign Citizens can Dwell."
  The Head of Khabarovsk Krai Resolution, for the purpose of executing Resolution No. 107 "On the Approval of Rules for the Stay of the Foreign Citizens on the Khabarovsk Krai Territory," dated 12 March 1999, approves the district list of hotels in which foreign citizens can dwell.

Land

• On 30 March 2001, the Khabarovsk Krai City Duma adopted Resolution No. 42 "On the Introduction of the Amendments and Additions to the Regulation on the Conduct of Tenders (Auctions), for Sale to Citizens and Legal Entities, of Land Plots Located on the Territory of Khabarovsk City or their Lease Right Approved by the Resolution of the Khabarovsk City Duma No. 281, dated 23 March 1999.
  This Resolutions specifies the procedure for the establishment of contract relations with the tenders' winners and also the tenders' procedures with respect to the documents provided in the course of the tender, the execution of the tender process and its results, etc.
• On 30 March 2001, the Khabarovsk City Duma adopted Resolution No. 40 "On the Introduction of the Amendments and Additions to the Regulation '"On the Procedure of the Regulation of Leases of Municipal Land Plots Located on the Territory of the City of Khabarovsk,"' approved by the Resolution of Khabarovsk City Duma No. 415, dated 28 March 2000.
  Amendments and additions regarding the procedure of signing of lease agreement and also the signing of lease agreements for new terms, the procedure for making the lease payments, and their amounts, are introduced by the Resolution.
• On 30 March 2001, the Mayor of Khabarovsk adopted Resolution No. 269 "On the Approval of the Basic Amount of Lease Payments for Land Plots."
  The Resolution adopts the basic size for the calculation of lease payments for a unit of a leased land plot, one square meter, in a fixed amount in Russian currency determined on the basis of the location of the leased land plot in a certain estimative zone.

Licensing

• 16 January 2001, the Head of Khabarovski Krai Administration adopted Resolution No. 19 "On Licensing Certain Activities in Khabarovski Krai."
  In accordance with the Resolution, an interdepartmental committee of Khabarovski Krai Administration on issues of the licensing of certain types of activities has been established. Also, the Resolution approves the list of authorities authorized to license certain types of activities on the territory of Khabarovski Krai, and an additional list of authorities on licensing of certain types of activities. The Resolution acknowledges as null and void a number of resolutions of the head of the Krai Administration regarding the issues of licensing of certain types of activities.

Natural Resources

• On 6 April 2001, the Head of the Khabarovsk Krai Administration adopted Resolution No. 120 "On the Adoption of Measures for the Improvement of Foreign Economic Activity in the Krai Forestry Complex."
  The Resolution approves the Regulation "On the Coordination Counsel under the Head of the Krai Administration on Foreign Economic Activity in the Krai Forestry Complex," the composition of this Counsel, and also a directive to prepare information on the condition of Khabarovsk Krai's forestry resources and its industrial use by all forest users. The directive also specifies the types of cuttings and information on the forestry sections for joint use with foreign companies and for involvement of foreign investors.

Property

• 5 January 2001, the head of Khabarovski Krai Administration adopted Resolution No. 8 "On the Approval of Price Rates for the Evaluation of Real (Immovable) Property, Owned by Legal Entities and Located on the Territory of Khabarovski Krai."
  Resolution approves the aggregate weighted averages (adjustment ratios) and introduces amendments to Article 2 "Main Terms and Definitions" of the Territorial Instruction on the Procedure of Definition of the Book Value of (Real ) Immovable Property Objects, approved by Resolution No. 256 of the Head of the Krai Administration, dated 14 July 2000, for the purpose of establishing a uniform methodology for the determination of the book value of real (immovable) property, owned by legal entities and located on Khabarovski Krai territory.
