Commerce

• On 13 February 2002, the Governor of Khabarovsk Krai (Region) adopted Resolution No. 86 "On the Approval of the Concept of the Main Directions of Khabarovsk Krai (Region) Commerce Development until 2010."
  This concept defines the main directions of development for the long term perspective the commerce enterprises of different property forms. Taking into consideration that trade is the most important industry in the economy, the Concept defines ways of achieving maximum results in this area. It also defines legal grounds for commercial enterprises activities, safety of goods and services, etc.

Fishing

• On 24 January 2002, the Governor of Khabarovsk Krai (Region) adopted Resolution No. 60 "On the Approval of the Main Trends of the Development of the Krai (Region) Fishing Industry until 2005."
  The Resolution sets the main trends for the development of the fishing industry until 2005, including an analysis of the contemporary state of the regional fishing industry. The prognosis of the state of the biological resources, and the fishing economy are determined to 2005, including the use of industrial reproduction of the valuable species of fish, investment programs, etc.

Government

• On 14 February 2002, the Governor of Khabarovsk Krai (Region) adopted Resolution No. 99 "On Procedures of the Government of Khabarovsk Krai (Region) and the Staff of the Krai (Regional) Governor and Government."
  The Procedure defines the legal status of the Krai (Regional) Government that should execute normative acts adopted by the higher-ranking offices, defines the status of the Krai (Regional) Governors and the staff responsible for supervising the activity of the region's officials.
• On 30 January 2002, the Governor of Khabarovsk Krai (Region) adopted Resolution No. 52 "On the State Registration of the Charter of Khabarovsk City Municipal Formation."
  This Resolution registered the new version of the Charter of Khabarovsk Krai (region) municipal formation.
• On 30 January 2002, the Legislative Duma of Khabarovsk Krai (Region) adopted the Law No. 5 "On the Amendments to the Article 4 of Khabarovsk Krai (Regional) Law "On the Legal Acts of the Local Authorities, Elected and Other Officials of Khabarovsk Krai (Regional) Local Governments."
  This law introduces compulsory requisites for the legal acts of the local authorities and officials.
• On 17 January 2002, the Governor of Khabarovsk Krai (Region) adopted Resolution No. 26 "On the Staff of the Krai (Regional) Governor and Government."
  The Resolution establishes the staff of the Krai (Region) Governor and Government, and the Regulation "On the Staff of the Krai (Region) Governor and Government." The Regulation establishes the staff's tasks and functions, its structure, and the procedure of cooperation with other structural sub-divisions of Khabarovsk Krai (Region) and the regional government and management authorities.
• On 17 January 2002, Khabarovsk Krai (Region) Governor adopted Resolution No. 22 "On Presidium of Khabarovsk Krai Government."
  Under the Resolution the regional presidium is being established for the purpose of increasing the efficiency of the Government's work. The Regulations of the Presidium and its personnel are approved.

Natural Resources

• On 1 March 2002, the Governor of Khabarovsk Krai (Region) adopted Resolution No. 125 "On Approval of the Regulation on the Collegium of the Ministry of Natural Resources of Khabarovsk Krai (Region) and its Composition."
  The Resolution approves the Regulation "On Colleague of the Ministry of Natural Resources of Khabarovsk Krai (Region)," a new body within the regional management authorities. This body has the task of development and adoption the measures aimed at the effective management of the region's natural resources, the protection of the region's environment, analysis for the definition of the situation of the region's environmental security, etc. The Regulation defines the place of the Collegium in the system of the region's government and management authorities, its composition, its main tasks and the procedure of the adoption of decisions.
• On 8 February 2002, the Governor of Khabarovsk Krai (Region) adopted Resolution No. 84 "On the Establishment of the Work Group on Cooperation with the Participants of the Projects of the Development of Sakhalin Shelf."
  The new working group is being established to attract enterprises of the region and organizations to the subcontractors' works conducted within the projects for the development of Sakhalin Shelf. This group will cooperate with the Russian and foreign parties in the extraction and sale of hydrocarbons. The personnel of the group has been approved.

Other

• On 15 February 2002, the Khabarovsk Krai Governor adopted Resolution No. 101 "On Preparation and Conduct of the IV Conference of the Association of the Regional Administrations of Northeast Asia Countries (APACCBA)."
  In accordance with the Resolution, the decision on holding the regular IV Conference of the Association of the Regional Administrations of the North-East Asia and the decision on the establishment of the organization committee and the appointment of its members were adopted. The plan of the activities is also approved by the Resolution.
